Player Eligibility
Only those players who are
currently enrolled & attending an elementary or secondary
educational institution recognized by the State of Kansas will
be allowed to participate. Those educational institutions are
deemed to include alternative education institutions.
Note: this is supposed to mean a regular school, not a reform
school or prison. If we are not careful then a drop-out could be
considered enrolled but is he really attending the school?
There will be no player coaches. Coaches will not be allowed to
participate in the matches.
Note: We wanted this to keep a kid from playing and coaching

Rule 3001 Bench Personnel
Section 1.
Head Coach
There will
only be one Head Coach for each Team.
There
may be one or two persons designated as Assistant Coaches
for
each team.

MCSA Rule 3002 Roster Sizes
Section 1. Age
groups playing 11 a side
USSF
and USYSA Rules will apply. Currently USSF Rule 4033, Sections 3
& 4. Section 6 of this Rule allows National State Association
variances.
Section 2. Age
groups playing 8 a side
Teams within
this age group should not have Teams with Rosters greater than
12 players, nor less than 5 players.

MCSA
Rule 3003 Even Sided Matches
With the
exceptions in Section 1 and Section 2, all non-Tournament
matches will be played with the same number of players, on the
pitch, for both Teams. This applies to all matches played at all
sites of all of the Clubs within MCSA.
Section 1. Age
groups playing 11 a side
No Team
within these age groups will be required to play with less than
9 players on the pitch if their opponents are unable to field
the appropriate number of players.
a)
If Team A only has 8
players show up for a match, and Team B has a larger number,
then Team B will play with 9 players on the pitch and Team A
will play with 8 players on the pitch.
b)
If Team A only has 10 players show up for a match, and Team B
has a larger number, then both Teams will play with 10 players
on the pitch.
c)
FIFA Laws of the Game dictates minimum number of players on the
pitch.
Section 2. Age
groups playing 8 a side
No team
within these age groups will be required to play with less than
6 players on the pitch if their opponents are unable to field
the appropriate number of players.
a)
If Team A only has 5 players show up for a match, and Team B has
a larger number, then Team B will play with 6 players on the
pitch and Team A will play with 5 players on the pitch.
b)
If Team A only has 7 players show up for a match, and Team B has
a larger number, then both Teams will play with 7 players on the
pitch.
C)
MCSA Rule 3005 defines the minimum number of players on the
pitch.

MCSA Rule 3004 - Injured Players
Bench
personnel will not enter the Field of Play without permission
from the referee. Bench personnel are defined in MCSA Rule 3001.
a)
The following conditions
must be met before Bench personnel may enter the Field of Play.
1)
The
referee must stop
play
2)
The referee must beckon the Bench personnel onto the pitch.
If any one of
these conditions is not met, and the Bench personnel come onto
the pitch, then the referee is required to issue a caution to
the person committing the infraction.
Section 2.
Substituting an injured player
In the event of
an injury, and the Bench personnel come onto the pitch to attend
to the injured player, then the injured player must be replaced.
a)
The term "comes onto the pitch" shall mean that the Bench personnel has crossed the boundaries of the Technical Area and
has crossed the Touchline with some part of his/her body.
b)
If the Bench personnel has come onto the pitch and the player
gets to his/her feet and "waves off" the Bench Personnel, as
though to signal that they are capable of continuing the match,
then they must be replaced with a substitute from the bench.
c)
If there are no players on the bench to allow the injured player
to be substituted for, then the Referee will suspend play for a
very brief period of time to allow the player to be administered
to and until the player is able to continue participating in the
match. The minimum number of players, as specified in FIFA Laws
of the Game and MCSA Rule 3005 will apply.
Section 3.
Substituting a seriously injured player
In the event
of an injury, and the Bench personnel has determined that the
injury is serious, the referee will suspend play for the length
of time necessary to attend to the injured player. The Bench
personnel will attend to the injured player. Bench personnel
will initiate and coordinate any additional assistance that is
required. The minimum number of players, as specified in MCSA
Rule 3005 will apply.

MCSA
Rule 3005 Minimum Number of Players for a Match
FIFA Laws of
the Game require a minimum of 7 players a side, on the pitch, to
play a match. The referee's USSF Liability Insurance will not be
in effect for matches that do not comply.
Section 2. Age
groups playing 8 a side
No match
will be started nor continued with less than 5 players on the
pitch. The Referee's USSF Liability Insurance is questionable if
a match is played with less than 5 players.

MCSA
Rule 3006 The Mercy Rule
This rule is
designed to encourage sportsmanship between players, bench
personnel and parents. With the exception of U6 (Mini Camp) and
Tournaments, this rule applies to all matches played at all
sites of all of the clubs within MCSA.
Section 1.
Definition of the term goal differential
To calculate
the goal differential, subtract the smaller number of goals
scored from the larger number of goals scored. The result is the
goal differential.
Section 2. Age
groups playing 11 a side
When the
goal differential reaches five (5) then the Team that has the
most goals must remove one field player and play with ten (10)
players on the pitch, one of whom must be the goalkeeper. When
the goal differential reaches six (6) then the team that has the
most goals must remove one field player and play with nine (9)
players on the pitch. This goes on until removing the last
player causes a team to only have six (6) players on the pitch.
At that point the goal differential will be equal to nine (9).
The Referee will then terminate the match according to FIFA Laws
of the Game regarding minimum number of players on the pitch.
a)
The rule becomes
effective as though the teams were the appropriate size and
equal. For example if a match is being played "short" with ten
(10) players on a Team, then a player is not removed when the
goal differential is five (5). The Team that has the most goals
will then remove a player when the goal differential reaches six
(6) and subsequently remove another player when the goal
differential reaches seven (7), and so on. FIFA Laws of the Game
apply to the minimum number of players on the pitch.

MCSA
Rule 3007 Player Cards
Player cards are not
required during League Play. They may be required when playing
in a local tournament and will be required when playing in a
state sanctioned tournament.

Rule 3008 Player Playing Time
This rule is designed to insure that
every player is awarded an equal opportunity to participate,
regardless of ability.
Section 1.
Playing Time
All players will
play at least one half of every match that they attend. The only
exception to this would be if the parents notify the coach, and
present a written note to the referee, that they wish to have
their child not participate. Some reasons could include an
illness, disciplinary reasons etc. The other reason that a
player could be excused from participation could be an injury
sustained in the match.

Players Equipment
MCSA
Rule 4001 Players Uniform
This rule is
designed to compliment FIFA Laws of the Game regarding players
equipment. With the exception of U6 (Mini Camp) and Tournaments,
this rule applies to all matches played at all sites of all of
the Clubs within MCSA.
Section 1.
Players Uniform
FIFA Laws of
the Game dictate what constitutes a players uniform. MCSA rule
4001 additionally states that both of the player's socks must be
of the same color. The player(s) who are unable to conform to
this rule will not be allowed to take part in the match.

Rule 4002 Players Equipment
With the
exception of Tournaments, this rule applies to all matches
played at all sites of all of the clubs within MCSA.
Section 1.
Dangerous Equipment
a)
No player will be allowed to participate in a match with a cast
made of unyielding material. Any material that does not yield to
slight finger pressure is unacceptable. Some substances that are
unacceptable may include "plaster casts", "splints" of plastic
or metal and "others". The unyielding material may not be
wrapped with another material to make it yielding, such as tape
or an adhesive wrap/bandage.
b)
No player will be allowed to participate in a match with
earrings in their ears or other appendages. The practice of
placing tape or bandages' over the earring is not acceptable.
c)
As stated in FIFA Laws of the Game, the Referee is the only
authority that determines what "other" equipment is dangerous.
d)
Medical Alert items must
be securely taped to the body.

years of age.

Fouls and Misconduct
MCSA
Rule 12001 Cautions & Sendoffs for Bench Personnel
Bench personnel
are subject to disciplinary measures. They may be issued
cautions and sendoffs. Bench personnel are defined in MCSA Rule
3001.
Section 1.
Areas of Responsibility
The
Head Coach is responsible for the conduct of
a)
His/Her players
b)
His/Her substitutes
c)
All parents and spectators for his/her team
d)
Him/Herself and all personnel in the "technical area" as defined
in MCSA Rule 3001
Section 2.
Results of infractions of Section 1(c)
Caution or Sendoff
In the event
that it becomes necessary to discipline parents or spectators,
the Head Coach will be advised of the problem and will be
offered a chance to correct the problem. The stoppage will be
treated by the referee as an injury and appropriate allowances
will be made. The Head Coach will be issued a caution if there
is another discipline problem with his/her spectators. The Game
Clock will continue to run for cautions and sendoffs just the
same as for a caution issued to a player, at the discretion of
the referee. Play may resume subject to MCSA Rule 12002 and FIFA
Laws of the Game regarding match terminations.

Rule 12002 Cumulative Cautions & Sendoffs for Coaches
Cautions for each
Coach are cumulative over a seasonal year. Seasonal year is
defined in USSF Official Administrative Rule
Book (currently Rule 4012) which is updated annually.
Section 1.
Cautions (Yellow Card)
a)
If a Coach receives two cautions in a seasonal year then they
will be treated as a Sendoff and the Coach will not be allowed
to be among the authorized bench personnel or be a spectator to
his/her next previously scheduled league match. A letter will be
sent to the Coach's Club President, by MCSA, advising him/her of
the infraction.
b)
The Coach is also subject to MCSA Rule 12002, Section 3.
c)
Additional sanctions may be imposed by the club to which the
Coach belongs.
Section 2.
Sendoffs (Red Card)
a)
If a Coach receives a Sendoff (Red Card) from a referee for a
violation of FIFA Laws of the Game or MCSA Rules then he/she
must leave the area and remain 50 yards from the pitch. The Game
Clock will continue to run for a Sendoff of bench personnel just
the same as for a sendoff issued to a player, at the discretion
of the referee. The person(s) sent-off is not allowed to further
influence the match by word or action. They are not allowed to
return to the field of play, even after the match is over (for a
"handshake" etc.). He/she will not be allowed to Coach, be among
the authorized bench personnel, or be a spectator to his/her
next previously scheduled league match. A letter will be sent to
the Coach's Club President, by MCSA, advising him/her of the
infraction. The Coach will also be subject to provisions of MCSA
Rule 12002, Section 3.
b)
If a Coach receives a second Sendoff from a Referee for a
violation of FIFA Laws of the Game or MCSA Rules then he/she
will be suspended from coaching in MCSA for the rest of that
match and the next two league matches. He/she will not be
allowed to be among the authorized bench personnel or be a spectator at any of the matches for his/her Team. The Coach will
also be subject to provisions of MCSA Rule 12002, Section 3.
C)
Any additional
sendoffs
will be reviewed by the MCSA Rules Committee.
Section 3.
Failure to Comply with MCSA Rules Outlined Above
a)
If the Coach does not comply with MCSA Rule 12002, Sections 1 &
2, then he/she will be disciplined according to MCSA Rule 12002
Section 4a.
b)
In the event the Coach uses any means to avoid this rule (for
example schedules an impromptu scrimmage and/or make-up match
with another team), then he/she will be disciplined according to MCSA Rule 12002, Section 4a.
Section 4. Disciplinary Actions
a)
The Coach will be suspended from coaching in MCSA for the next
four (4) consecutive league matches. He/she will not be allowed
to be among the authorized bench personnel or be a spectator at
any of the matches for his/her team. MCSA Rule 12002, Section 5
outlines appeals.
b)
Further disciplinary actions may include the banning of an
individual from all further matches within the clubs of MCSA.

Section 5.
Appellate Procedures
Any person
who feels that they have been unfairly dealt with by MCSA may
appeal the decisions of MCSA by a written letter to the MCSA
Board of Directors. The MCSA Board of Directors will deal with these letters of
appeal in an expedient manner and render a final decision. If
the person wishes to appeal the final decision then he/she
should contact the Kansas State Youth Soccer Association for
further information.
